Babidi is a wizard and has many powers. One of them is that he can control the minds of people. Only some people. Those people who have some evil in them. Once Babidi finds the evil inside someones mind he can control that person through that evil. Dabura was the King of the Demon World and was evil thats why he came under Babidi\'s powers.
