PhpBB3 Support Needed

Alright. So I have used ftp to upload all the files I need for my forum. But for some reason it won't let me go to the install page. It should just be http://demonknightz.heliohost.org/forum/install/, but it won't bring up the page. It just tells me I don't have the permission to access the page.

Now before you ask yes I have already gone in and changed all the file permissions through the cpanel. This includes store, cache, files and images/avatars/upload. Plus the config file.

So I really have no idea what is standing in the way of my forum becoming a reality. Anyone have any ideas?
