Default files and folders within www

Many _vti prefixed folders are installed by default into the public_html folder. I figured out it is Microsoft FrontPage related stuff. I am sure I will never be using FrontPage...so is it permissible for me to get rid of all the junk and begin with a clean folder?

Of course it is permissible to delete what you don't need, just make sure you don't accidentally delete anything you do need in the process.
