I have been resuspeded again despite barely using any resources at all!!!! PLEASE HELP!

I was recently temporarily suspended for using "too many resources" and when they unsuspended it, this started occurring. It still has not fixed itself and I have not changed anything.

I've received the Error Establishing a Database Connection error for the last 4 hours. It usually does not last nearly this long and I was wondering if there was a way this could be fixed.

I have logged in multiple times within the last 30 days. I have not overused any resources. I have not infringed on any of the TOC. Please help! Thanks in advance.

I've been trying to find up to date information regarding if whether gzip is enabled on this server or not. Also, if it is enabled, then which type of gzip is enable? (mod_deflate or mod_gzip). Thank you in advance for your help.
