So even a parked domain counts as an individual account that needs to be queued?

It took near about 2 hours for me.

I had the nameservers set to Heliohost's 2 days prior to parking the domain, so as soon as I parked it, it showed "Account Queued" for 2 hrs before it started showing my Primary domain's site.

I would suggest to use Plogger. It's free and open source. Also, it is not so complex and also light on the server.

I have the same problem in configuring an addon domain (strange-mysteries.co.cc) and was about to open a new thread for support on the issue.

Have u changed the DNS servers to:

ns1.heliohost.org

ns2.heliohost.org

If not, then do the same by logging into your c.cc control panel.

I like wordpress for small blogs.

For actual CMS, joomla works best for me. It's free, open-source, many free templates available, plugins for various uses, etc. (PS - I'm not upselling it )
