Why Stevie always overloaded?

Whenever account Queued You Only Answer Stevie is overloaded.

 

I Don't want to show the Page "http://****.com/cgi-sys/defaultwebpage.cgi" When Stevie is overloaded.I want to show a Page "Site in Maintenance".

I mean How to change the default "http://****.com/cgi-sys/defaultwebpage.cgi" Page
