SQL not working, fant. not working. whats going on?

Yea, i just got access to my account today, uploaded my files. Only cause Fantisco or whatever you call it doesn't work so i had to do it manually, then i go to create database everything freezes. can't create a datbase. still having issues, then site goes down. I'm lucky i got into here. what is going on I'm a new customer and things aren't going good. When will the server be resolved so i can get my site going? If this what goes on all the time? I need a 99% uptime. so far maybe 50% and cpanel stuff aren't working.. no email or anything saying the server is being worked on, since i'm new and registered at a bad time it seems also it took 2 days to get my hosting.
