External sql access

Hi

I want to make a php/mysql websit hosted on my pc, which should use authentification information stored on my heliohost database because they are created from my heliohost website

But if i use

mysql_connect("[myhost].heliohost.org", "[myuser]", "[mypass]")

php returns "can't connect mysql server at hell-of-bsod.heliohost.org"

and more, I've also allowed access to %.%.%.% so every ip is accepted
