This: <link rel="shortcut icon" href="/favicon.ico" type="image/x-icon"> goes inside the head section of your webpage, doesn't matter what folder. There's nothing to really understand. Just upload the icon to your public_html folder (root) and then if you want to put it on a page, add the code I posted somewhere inside the head tags. I don't know what ftp client your using but you just look for the index.html page (that you already have) and click the edit option. How did you create the page that's there now?
