Yes, the VPSs are only in the US. They are located on the servers in the datacenter at Hurricane Electric.

If you have international users, you can use a CDN like Cloudflare, MaxCDN, or KeyCDN.

Yeah, I've been using Cloudflare for a long time.
I have experienced several CDNs. Especially in Asia, Cloudflare is really ideal.
(There are some CDN services that do not have of edge server in Asia)
After Plesk is built on the shared server, I will make a topic about it.

I know the server is located on he.net, so it's the west of the US, so the response from Asia is relatively fast.

I already have a server in Japan. Perhaps I will use HelioHost VPS for English sites for the world.
