Can you only pay $1 in Paypal donations

I saww in another thread that you can't only pay $1 in paypal donations to get a Tommy account. Now I couldn't find that thread. Is that true?

You can still make a donation as little as $1.00 USD or more to get an invitation or to move your account to Tommy but we wouldn’t be able to keep a dollar in our pocket because PayPal takes a little fee from us each time we get donations from our users.
