admin enabled my postgresql for remote but it is not working

recently admin enabled my postgresql for remote access but when i connect my database with the my django project it gives error that,

    "could not connect to server: Connection refused

    Is the server running on host "johnny.heliohost.org" (65.19.141.67) and accepting
    TCP/IP connections on port 5432?"

Plz solve this
