Remote MySQL access

Before the server downtime, I had no trouble with the remote MySQL access.

 

But now, every time I try to connect, I get an error:

 

Could not connect to the specified instance

 

MySQL Error Number 2003

Can't connect to MySQL Server on 'heliohost.org' (10060)

 

Has anything changed? Any ideas?
