cgi not executing

I'm trying to install Movable Type onto my server, but it's not letting me execute any .cgi files.

Can someone help me?

I tried putting a .htaccess file to enable cgi execution:

Options +ExecCGI
AddHandler cgi-script cgi pl

But it's still not working
