Postgres Database Creation Error

i just cant create a postgres database.

mysql works fine. but postgres go through the entire wizard with no errors but it wont show in the cpanel after.

or if i dont use the wizard it simply answers;

i have seen in other posts that it has sometimes gone down. is postgres working?
