Tommy Signup Always Full Or Closed?

PHP7 comes with a lot of new features, and I want to enable this new version in my account. Fortunately, heliohost have this version preinstalled on Tommy (according to new website signup form), but when I want to create an account on Tommy server, I simply cannot. Simply, look at this:

So, my question is: Is Tommy signup enabled?
