Everyday when I go to school, I have to sit in the back (we have assigned seats) and breathe in the toxic emissions from the engine that is right below me. If all vehicles were required to earn an LEV or ULEV sticker, then everyone would be able to breathe cleaner and healthier air.

Yes, if we spend money now, we can save it later. That is why more countries should invest in hydrogen fuel cells, solar energy, hybrid technology, et cetera.

Many Americans right now are not rich enough to afford a new car, so I expect people would rebel against the law if it was in fact passed.
