[Answered] When Can I Start Uploading?

So it's been 24 hours and when I go onto my site it still has that "cgi-sys/defaultwebpage.cgi"

Can I start uploading or do I still have to wait?

I think as soon as your able to login to your cpanel. You may just need to clear your cache to see the cgi page go away.

So can i delete the cgi-bin folder from the site contents?

You can but it has always been my understanding that you should leave the cgi-bin folder and not delete it.
