Pop-Up With Background Dimmed

I was looking for a way to create a pop-up window at the center of the screen while the background is dimmed but the most that I got from my search is a new window less some bars and centered on the screen. What I wanted was something like the sign-in pop-up of Helionet. Could anyone help me with the codes?

i recommend you use javascrpt to do this.
