Heliohost supports any charset, but its main servers are utf-8 based, not unicode.

 

update: you can upload non utf-8 files... just used the built-in file manager from cPanel!

Thank you for the answers guys, I find out the problem what I have it was that:

 

When I used PHP files Dream weaver does not set up properly unicode, it adds to the beginning of the file but not in the proper "format". That is why the server was struggling to show my characters while on my offline server it worked fine.
