I have no idea as to the cpanel name of any older account, so I can't use the link. I'm assuming that "old" and "inactive" refer to the same account in your post.

The site is accessible via http://bcscentral.heliohost.org/index.html (and without "/index.html" in other browsers)

The account was created more than 24 hours ago. Cpanel can be accessed. In Firefox, going to http://bcscentral.heliohost.org or http://bcscentral.heliohost.org/ always brings up the page mentioned above, but http://bcscentral.heliohost.org/index.html does reach the home page. Clearing the cache or restarting the browser did not change this behavior. There was never any such problem in Internet Explorer or Opera.
