I use Skype for phone calls, even for phone calls to real phones. Mostly I use VirtualPC for webdesign, easy to transfer (only copy virtual disk) and if I messed up I use the undo disk. MicroSoft VirtualPC is free (use google to find)

I guess it's a JavaScript in an external file ( <script src="url">), then a div is created (AppendNode), the new div gets a high z-index so it's at top of the page. How they blend the rest of the page I still have to find out.
