Yes, Download Manager ask to download the file. Have you tried a nice sFTP client such as FileZilla? I have gotten webdisk to work in the past but I think it's too flaky of a service and too much debugging if it doesn't just work on the first try. Then an administrator namely Krydos told me "If you go to heliohost.org and scroll to the very bottom of the page you should be able to login to cpanel before the .com gets resolved.
