I hosted a website Codesblock.in on Tommy server but when is tried to open site its say server time out. Most of time server stays down or not responded. Please check and correct it

I want it to be www.codesblock.in. Please update it.

I want to change my domain name but option say's "Please contact Support". How I change domain name.
