there are instructions online that are supposably tested to make your car run on oxygen or water (high compression, a highpowered steam engine) although i believe that is a bunch of crap.

There was something they were doing awhile back trying to run cars on the hydrogen in water, but they canned it cuz hydrogen is so unstable that it's hard to make a reliable engine that uses it.

No, there are still people who are doing this, namely BMW and Honda.
