Unable to to write UTF-8 symbols

My website has lithuanian letters (ąčęėįšųūž). But my browser just shows the question mark symbol instead of these letters. I haven't had such problems on other webhosts with the same file.

 

Is there any way to make those letters work?

You need to set the HTML meta tag to UTF-8.
