You can enable remote access to your mysql databases by clicking the button labeled "Remote Mysql" in your cpanel.

but it needs IP address for each Address Host. is it possible to enable remote access from everywhere?

% is the wildcard character for mysql. If you put % instead of an IP address that means any IP is allowed to connect.
